Primary Interexchange Carrier Charge - PICC
A recurring fee that is added to the bill of the local telephone service customer that charges them for access to inter-exchange carrier (IXC) services. This fee is charged in addition to other fees or tariffs (such as a percentage of billed long distance usage) that are paid by the IXC to the local exchange carrier (LEC).
